Team Lead, Somalia Monitoring Programme II – ToR

Full-Time. Based in Nairobi, Kenya with Travel

Scope of work:

The Department for International Development (DFID), requires a service provider to:

  • Provide third-party monitoring services to a representative proportion of DFID Somalia’s portfolio and across its current and forthcoming Country Operational Plan.
  • Enhance the M&E capacities, processes, tools and evidence on its major implementation partners.
  • Provide user-friendly, accessible evidence of more effective approaches and lessons in achieving key intended results from across DFID Somalia portfolio, as well as distilling improved programme management options, all distilled from data gained from TPM, M&E technical assistance and field-experience from implementing partners.

Terms of Reference:

The candidate will be expected to:

  • Be responsible for the day to day delivery and performance management of the programme. Ensure that all tasks are completed on time and as stipulated with the client;
  • Coordinate the development of annual workplans and oversee work flow management across all outputs and advisors;
  • Provide inputs and oversight to the design, delivery, analysis and reporting of monitoring and research activities, including leading on activities as required;
  • Assume final responsibility for all client deliverables, including 200 monitoring reports annually;
  • Act as the day to day contact point with DFID Somalia Programme team, particularly regarding adaptations to the agreed programme approach;
  • Represent the SMP at meetings with the client and key stakeholders such as government, bilateral and multilateral agencies, and service providers;
  • Line manage core programme team and administrative support staff;
  • Oversee and quality assure the deliverables of short-term technical experts;
  • Oversee and manage any risks for the delivery of the SMP;
  • Oversee day to day budget management and the asset inventory system in collaboration with Integrity Project Manager; and,
  • Provide oversight over day to day delivery of duty of care in collaboration with the Integrity Operations Team and the third party security provider.

Education and Experience:

The candidate will have:

  • At minimum a Bachelor’s degree in a related discipline, including conflict studies, governance and development, international relations, political science.
  • Ten years of experience of programme management and oversight in fragile and conflict affected states, including:
  • Team Lead on a third party monitoring programme;
  • Managing relationships with with private suppliers, NGOs, civil society organisations, and local authorities in the design and delivery of programmes;
  • Previous research or programming experience in Somalia;
  • Experience of working to DFID as a client and managing client relationship; and,
  • Experience in personnel management, including in the field.
  • Competent in quantitative and qualitative design and analysis;
  • Track record of applying oral and written communications skills and an ability to report succinctly and on time;
  • Thematic experience in areas including governance, stabilisation, livelihoods, and humanitarian programming;
  • Demonstrated effectiveness in assisting donors to apply conflict sensitivity to complex programs in highly conflict-affected contexts;
  • Experience handling complex duty of care requirements;
  • Familiarity with key political themes, actors and objectives in Somalia;
  • Demonstrated experience of leading work or working with other organisations;
  • Must be willing to be based in Nairobi and travel frequently to Mogadishu and other key locations in Somalia (Hargeisa, Garowe and Kismayo).

Desirable experience:

  • Experience of fiduciary risk monitoring;
  • Experience of engaging with large online data management platforms;
  • Demonstrated experience leading at least one project for another core Somali donor including DANIDA, SIDA, NORAD, SDC, and the EU.

Languages:

  • Written and oral fluency in English
