Integrity Global is seeking a CLA Advisor to lead the Collaborating, Learning and Adapting component for an anticipated USAID-funded Monitoring, Evaluation and Learning (MEL) Platform in Jordan. The Jordan MEL Platform will strengthen MEL capacity within USAID Jordan, partners, and local firms, and support the M&E agenda of USAID Jordan by providing guidance, planning, technical assistance, and strategic communications for all new and existing programs as well as conducting sectoral and geographic evaluations to inform USAID Jordan programming. This is anticipated to be a five-year activity.
The CLA Advisor will provide leadership, management, and technical direction for the Strengthen Collaboration, Learning and Adapting component of the upcoming Jordan MEL Activity, ensuring the successful development and implementation of the project’s CLA strategy, high quality program deliverables, and facilitation of a strong CLA environment and culture in Jordan. The CLA Advisor will work across the project team to collect, synthesize, disseminate and monitor learning among USAID and implementer partner staff.
Note: this full-time position is contingent upon contract award. Jordanian citizens are encouraged to apply.
Terms of Reference
A. Collaboration
- Manage and support communities of practice for improved learning and collaboration (MEL-related, for Implementing Partners (IPs), USAID staff and local stakeholders; e.g. MEL conferences, learning exchanges among IPs and others)
- Facilitate collaboration among IPs, e.g. information sharing sessions on indicator development, data reporting issues, etc.
- Organize MEL Specialists and Sector working group meetings (IPs & USAID)
B. Learning
- Support the development and implementation of Learning Agendas with DO teams
- Organize learning events and stakeholder meetings (e.g., content development, knowledge capture/ exchange from events, coordination, etc.), focused on evaluation findings or topical, sectoral assessments
- Support the development of CLA Action Plans with DO Teams, IPs or local stakeholders and see through implementation
- Collect CLA examples from the field and share lessons learnt
C. Adapting
- Support the organization of planning, mid-course stocktaking or pause and reflect sessions for CDCS or sector-specific achievements
- Support, as needed, development of the future strategy
- Develop partnership(s) with local entity(ies) to ensure sustainability of MEL Platform
- Your experience and qualifications
Qualifications:
You are a professional with the following qualifications:
- An advanced university degree in international relations, economics, statistics, political science, public policy, or other relevant field, or equivalent professional work experience
- At least five years’ relevant experience working in CLA or related learning activities in an international development setting
- Demonstrated capability in working to strengthen sustainable individual and organizational performance
- Prior experience working in the Middle East and/or Jordan strongly preferred
- Prior experience working with USAID or other donor-funded programs strongly preferred;
Languages:
- Written and oral fluency in English (required); and Arabic (preferred)
