Integrity Global is seeking a Program Officer for an anticipated USAID-funded Monitoring, Evaluation and Learning (MEL) Activity in Jordan. The Jordan MEL Activity will strengthen MEL capacity within USAID Jordan, partners, and local firms, and support the M&E agenda of USAID Jordan by providing guidance, planning, technical assistance, and strategic communications for all new and existing programs as well as conducting sectoral and geographic evaluations to inform USAID Jordan programming. This is anticipated to be a five year activity. The Program Officer will support the Jordan MEL Activity’s efforts in training and capacity building by providing coordination and technical support to the Training and Capacity Building Manager.
This is a full-time position contingent upon donor award. Only applications from national candidates will be accepted.
A. Capacity Building Technical Support
• Develop materials and processes, in Arabic and English, for specific topics identified as needed for capacity development of stakeholders, including training, mentoring and coaching of partners, peer learning, and other methodologies.
• Conduct basic and advanced MEL training (including data collection methods, capturing success stories, analyzing and interpreting data, and reporting) to build and raise capacity
• Provide continuous support to IP and USAID MEL staff to undertake MEL tasks, as required
• Conduct capacity assessments of selected organizations
• Create and coordinate capacity development plans based on assessment findings
B. Coordination
• Support the organization, planning and facilitation of capacity building workshops and trainings
• Arrange for local and international Short-Term Technical Assistants (STTAs) to conduct capacity building trainings and provide mentorship when appropriate
• Ensure integration of capacity development with other technical support the project will provide to stakeholders
• Support program monitoring, evaluating, learning and periodic reporting related to capacity building;
• Contribute to the development of annual work plans, performance monitoring systems and tools, and writing of program reports.
Qualifications:
- An advanced university degree, or relevant professional work experience, in international relations, economics, statistics, political science, public policy, or other relevant fields
- At least five years' experience developing the capacity of other individuals and organizations, through training and technical support, especially related to monitoring, evaluation and learning
- Demonstrated experience working in partnership with host governments, international donors, and implementing partners
- Prior experience working in Middle East and especially in Jordan strongly preferred
- Prior experience working with USAID or other donor-funded programs strongly preferred
Languages
Written and oral fluency in English (required); and Arabic (required)
