How the Senior Expert fits into the Integrity team

The Senior Expert (Monitoring, Evaluation and Learning) will be a varied technical role at Integrity, working primarily on the delivery of an ongoing MEL project, with a focus on their governance activities across Africa.

The Senior Expert will join Integrity on an initial six-month contract and sit within our Directorate Services (D/Services) which leads the design and delivery of our work. Your responsibilities will include: technical MEL delivery on projects, business and proposal development and wider institutional learning. You will work flexibly across Integrity’s different services and directorates and be attracted to a fast-paced working environment.

The Senior Expert will be based in London and will report to a team member within the Directorate Services at a senior management level. You will also work closely with other directorates, particularly Directorate Business (D/Business) to design new projects, manage consultants and build relationships with key partners and institutions, as required.

The Senior Expert’s Scope of Work

The Senior Expert role is a varied one, including project delivery, design and learning.

You will play a major role in the delivery of contracted projects, particularly leading our MEL support for one of Integrity’s non-profit clients that specialises in governance programming. This will require technical MEL expertise, an understanding of governance programming, and confidence in working effectively with clients.

We will also draw on your technical expertise to help design new projects for clients that may include DFID, the FCO, USAID, foundations and non-profits. This will include developing appropriate and innovative MEL approaches and methodologies to meet the needs of our clients and writing technical proposals.

In addition, you will also support the consolidation of good practice within the company and be involved in internal learning initiatives.

Terms of Reference

A.Technical Delivery (60%)

The Senior Expert will play a key role in delivering one of Integrity’s ongoing projects, with a focus on MEL support to governance projects across Africa, where the client embeds technical advisors in government ministries in over ten countries. The Senior Expert will:

  • Perform technical leadership roles on a number of individual scopes of work, working closely with the client and other stakeholders. These will include: Designing MEL framework and Theories of Change for governance projects across Africa, including short missions to targeted countries (usually one week); Supporting the design of country-level project evaluations (to be undertaken by the client directly); Building MEL capacity of project teams, whose expertise and experience varies widely; Suggesting appropriate MEL approaches to suit the client’s requirements and supporting the development of ToRs for specific evaluations or scopes of work.
  • Develop and sustain our reputation for high quality, innovative and client- and community-focused work.

B.Design (35%)

The Expert plays a key role in designing Integrity’s approach to MEL, particularly through developing approach papers, leading technical proposals on bids, assuring the quality of Integrity’s overall approach and representing Integrity externally, as required.

  • Contribute and sometimes lead the articulation, development and roll-out of approaches and methodologies, in line with Company Strategy.
  • Provide internal and external thought leadership on Integrity’s technical offering.
  • Lead on, and contribute to, the technical design of new Integrity opportunities, from identification and pre-positioning through to submission, negotiation and inception.
  • Develop and sustain strong working relationships with key government clients and other relevant accounts.
  • Provide constructive quality assurance of technical offers on selected new programmes and/or bids.
  • Support the growth and/or improvement of the MEL service offering.
  • Engage with and influence emerging opportunities and delivery concepts and ensure Integrity’s MEL offering is responsive to market requirements.
  • Lead and/or contribute to internal and external communications on agreed services, thematics and/or geographies.

C.Learning (5%)

The Senior Expert supports internal and external learning, particularly around MEL. This includes building awareness of Integrity’s approaches and strengthening the capacity of colleagues to design and deliver to the required standard. The Senior Expert will:

  • Lead the identification of lessons from across Integrity’s portfolio, and beyond, and facilitate lesson-learning across the team.
  • Work with colleagues to support their professional development in areas of specific expertise, including supporting the development of in-house training materials and delivery of training.
  • Engage with the wider sector through attendance and participation in external events etc.

Your experience and qualifications

The Senior Expert will have:

  • 10+ years’ experience working on monitoring, evaluation and learning within international development and/or the consultancy sector.
  • Experience designing and delivering complex MEL programmes and projects, preferably in the Governance sector. Specifically, experience in the the design and delivery of results frameworks, data collection tools, and reporting mechanisms.
  • Experience providing technical assistance in MEL to clients.
  • Some experience supporting the pursuit of new business, including competitive bidding.

It is desirable that the Senior Expert will also have:

  • Experience working with UK government donors, as well as foundations and non-profits.
  • Experience working in FCAS environments and across Africa.
  • Experience managing the delivery of projects, including overseeing the work of staff and consultants.

Languages:

  • Written and oral fluency in English, with the ability to write clear and compelling narrative.
  • French and/or Arabic language skills desirable.
