Overview of the functions of the Position
In February 2019, UNESCO and the European Union signed the project “Reviving Mosul and Basra Old Cities”, recognizing the power of culture as a driver of social and economic development. This project aims to support urban recovery and reconstruction through a participatory approach to skills development and job creation to foster social cohesion and community reconciliation through restoration and critical reconstruction of Mosul’s historic urban landscape and urban conservation in Basra.
In the framework of this project, and under the overall authority of the Director of the Office and the direct supervision of the Education Programme Specialist, shall manage, coordinate and implement all aspects of the skills pipeline providing skilled workers to meet the demand for labour on the related construction interventions in historic buildings sites including both technical oversight and project management inputs, and contribute to the project outputs in view to improve community resilience and livelihood in the urban areas of Mosul and Basra. This includes the following functions, but not limited to:

  • Oversee the development of competency-based curricula in construction and other specialisations as required and in-line with the Technical and Vocational Qualifications Framework, including specialised heritage construction modules;
  • Ensure a recruitment pipeline of suitably motivated young people for participation in training and work programmes;
  • Oversee and quality assure the delivery of training in Mosul and Basra, working closely with government training institutions and experts;
  • Put in place systems for the Recognition of Prior Learning and related assessment;
  • In coordination with culture sector colleagues, manage on-the-job training and work experience elements of the project, ensuring sufficient workers by specialism and level are available for active construction sites and wider job-creation elements of the project;
  • Supervise the establishment, management and monitoring of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the activities, in compliance with the rules and regulations of UNESCO;
  • Liaise with and facilitate consultation between the relevant local authorities in Iraq, NGOs, suppliers and local community stakeholders as required and necessary;
  • Advise the Iraqi authorities on skills delivery and on-the-job training in Mosul and Basra, with particular attention to the skill requirements for historic sites;
  • Organize stakeholder meetings and capacity-building workshops in order to ensure necessary competencies are transferred from experts to local practitioners;
  • Supervise and support National Associate Project Officers in Basra and Mosul;
  • Facilitate information sharing amongst stakeholders, including with local authorities and communities, and NGOs, and organize events to enhance awareness raising and project visibility both inside and outside Iraq;
  • Undertake missions as necessary and requested for project implementation in Iraq and elsewhere.**Competencies**

    Education

  • Advanced University degree (Master’s or equivalent) in Education, Social Science or related fields.**Work Experience**

  • Minimum 4 years of progressively responsible relevant work experience in education or related fields.

  • Relevant experience acquired at international level and/or in post-conflict context.**Skills and Competencies**

  • Excellent coordination skills.

  • Good knowledge of results-based and budget management tools.

  • Ability to work under pressure,manage heavy workloads and meet tight deadlines, paying close attention to details and quality of work.

  • Strong IT skills including good knowledge of standard office software.

  • Knowledge of UNESCOs mission and the Education Sector’s Programme.

  • Strong analytical, problemsolving and organizational skills.

  • Sensitivity to the local context.

  • Excellent project implementation skills.

  • Ability to work as part of an international teamin a multicultural environment.**Languages**

Benefits and entitlements
UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a Position adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates.
