Context and Background
The UNESCO regional Office for GCC and Yemen is engaged in a range of projects and activities in the field of education, culture, communication and sciences. In the field of culture, the Office is engaged in the promotion of international conventions in the cultural domain, museums, cultural policy development, conservation of sites and monuments, World Heritage and the promotion of cultural diversity and cultural industries.
In July 2018, UNESCO and the European Union launched a new project called “Cash for Work: Promoting Livelihoods Opportunities for Urban Youth in Yemen” aimed at preserving the urban heritage in Yemen and increasing skills and employment opportunities for urban youth. Recognizing the power of culture as a driver of social and economy development, this initiative will improve the livelihoods of urban youth in Yemen. It seeks to harness cultural heritage and industries among Yemen's core resources, focusing on three priorities: (i) the safeguarding of cultural heritage, (ii) skills development in the area of architectural conservation and urban regeneration, and (iii) the promotion of creative industries for employability and job creation.
The Communication Assistant will be responsible for communication efforts, visibility and outreach of the Cash for Work Project and will provide assistance and expertise to valorize youth engagement and cultural heritage protection. In addition, the incumbent will support overall communication activities of UNESCO Office for GCC and Yemen including strategic communication, external relations and public information.
Tasks and Expected Outputs
Under the overall authority of UNESCO Director and under the supervision of the Project Manager, in cooperation with CI Programme Officer, the incumbent serves as Communication Assistant within the Culture Unit and shall perform the following duties:
Cash for Work project Communication (80%)
· Strategy: Assist in developing a Communication Action Plan for the EU-funded project “Cash for Work: Promoting Livelihoods Opportunities for Urban Youth in Yemen”, in close coordination with UNESCO/DPI and external partners as appropriate. Help in the collection of performance-related results on the different communication actions (infographics, reports, youth videos, national media lists, etc.) in order to evaluate them.
· Advocacy and outreach: Consultwith national counterparts to develop youth-generated multimedia content for the promotion of culture-oriented actions. Design and produce communication and media materials and contribute to the organization of advocacy activities taking into account the visibility guidelines of the donor. Assist in building fluent exchanges with internal and external partners, including youth and cultural operators in Yemen and the region to foster UNESCO’s leadership role in the area of youth and cultural heritage protection.
· Public information: Prepare, edit and upload content in English and Arabic on UNESCO’s relevant platforms including on social media and websites. Act as community media manager for social media channels created for the project and Coordinate with DPI to share key Project social media content on UNESCO’s social media platforms. Report regularly on Project’s Youth activities through news articles and human-interest stories in English and Arabic, in line with project guidelines.
· Reporting: Help coordinating media coverage of interventions covered by the EU-funded Project. Update the Media review document regularly and send press reviews after events when available. Produce the design and layout of the yearly progress report to be submitted to the donor. Coordinate the printing of reports and publications and facilitate their dissemination amongst target audiences.
· Contribute to any additional activities that may be required to ensure the success of the project.
Office Communication (20%)
· Update UNESCO GCC and Yemen Office Ccommunication Sstrategy and monitor its implementation;
· Assist in preparing, editing, uploading and translating content (English/Arabic) on the Office website and social media channels in cooperation with Office programme staff;
· Assist in producing a quarterly newsletter, organizing visibility/outreach events and reaching out to media outlets, government partners, donors and influencers using relevant communication tools and strategies;
· Assist in handling, advising and responding to media requests and prepare necessary briefings/talking points;
· Prepare correspondence/briefings, press release, promotional materials as may be required by Headquarters or the UNESCO GCC and Yemen Office.
· Contribute to any additional activities that may be required to ensure the success of the Office work.
Required qualifications
Education
University degree in the social/behavioral sciences, or in journalism and/or information management with emphasis on strategic communication planning, social mobilization, participatory communication, marketing and research.
Work experience
Minimum 3 years of progressive professional work experience at the national and/or international levels in the development, planning and management of communication for culture development programmers.
Skills/Competencies
· Excellent inter-personal skills, including written and oral communication, with proven ability to produce high quality reports, and make presentations to both general audiences
· Background/familiarity with Emergency situations such as Yemen considered an asset
· Excellent IT skills including graphic design skills
· Understanding of emerging communication and information technologies and their potential uses
· Capacity to work in a team in a multicultural environment
· Knowledge of the United Nations or aid organizations would be an asset.
Languages
· Fluency in both English and Arabic (written & verbal) is required.
Conditions of Employment: UNESCO Salaries in Doha paid in Qatari Riyals; the annual remuneration for the post is from QAR 192175 UNESCO Service Contract benefits includes 30 days of annual leave as well as a contribution to pension scheme and health insurance upon proof of inscription.
