Switzerland: Senior Project Officer, P5, Education Systems Quality & Learning

Since August 2014, the International Bureau of Education (IBE) has been assisting Member States to strengthen the effectiveness of their education systems through the application of the General Education Quality Analysis Framework (GEQAF). The application of the GEQAF is country-led, mainstreamed and cost effective. It is meant to reinforce Member States’ capacity to identify their education systems’ constraints themselves, prioritize them, design, develop and implement responsive interventions; with the IBE providing technical support on need basis. On demand of partner countries, the IBE is also broadening the GEQAF into a comprehensive Education System Quality Analysis Framework (ESQAF). Still on demand of partner countries, the IBE plans to provide opportunities to strengthen capacities of technical leaders of Ministry of Education to be able to manage effective education systems capable of equitably providing quality education and learning. Moreover, the IBE seeks to strengthen the functioning of education systems as an indispensable enabling environment for effective implementation of curriculum. Capacity development opportunities will be varied and will include direct training, skills transfer and technical assistance.

Therefore the IBE needs a highly qualified and experienced expert and manager to lead this expanding program of work. Under the direct supervision of the Director of the IBE, the incumbent of this position is expected to:

  • Lead the timely provision of high-quality technical assistance to partner countries in the development and implementation of interventions to redress systemic constraints to equitable provision of quality and development responsive education and learning;
  • Lead technical, and where necessary political dialogue to commence the ESQAF initiative in four new countries that are yet to apply the framework;
  • Lead the conception, design and implementation of capacity development activities that respond to demands of partner countries;
  • Sustain the continuous identification, analysis and documentation of promising practices across all aspects covered under the ESQAF and contribute these to the overall IBE knowledge management platform;
  • Constantly update promising practices in the interactive version of the ESQAF and ensure that it continues to showcase cutting edge practices;
  • As a member of the IBE leadership team, optimally contribute to all aspects of organizational and institutional development including shaping of the future vision, strategies, operations, recruitment, staff development and retention, and resource mobilization.

REQUIRED QUALIFICATIONS

Education:

· Advanced university degree (PhD) in one of the following areas: education, education leadership and management, economics of education, development economics, curriculum and learning or related fields.

Work Experience:

· At least 10 years of progressively responsible relevant experience, of which preferably 5 years at international level, relating to provision of technical assistance to countries in any of the areas outlined under academic qualifications.

· Demonstrated ability to lead, manage and motivate staff and to maintain effective working relationships in a multicultural environment

Languages:

· Excellent knowledge of English. Good knowledge of French or Spanish will be an asset.
