Overview of the functions of the Position

In February 2019, UNESCO and the European Union signed the project “*Re**viving Mosul and Basra Old Cities*”, recognizing the power of culture as a driver of social and economic development. This project aims to support urban recovery and reconstruction through a participatory approach to skills development and job creation to foster social cohesion and community reconciliation through restoration and critical reconstruction of Mosul’s historic urban landscape and urban conservation in Basra.

In the framework of this project, and under the overall authority of the Director of the Office for Iraq and the direct supervision of the Project Officer (TVET), and in cooperation with the Associate Project Officer in Baghdad, the incumbent shall help, manage, support, coordinate and implement all aspects of the skills pipeline providing skilled workers to meet the demand for labour on the related construction interventions in historic buildings sites including both technical oversight and project management inputs, and contribute to the project outputs in view to improve community resilience and livelihood in the urban areas of Mosul.

This includes the following, but not limited to, functions:

  1. Liaison with national and international stakeholders in the implementation of project activities in the targeted governorate (Nineveh)

  2. Support the Lead Project Officer to develop and keep up-to-date a strategic and operational plan for project implementation.

  3. Support the development of competency-based curricula in construction and other specialisations as required and in-line with the Technical and Vocational Qualifications Framework, including specialised heritage construction modules;

  4. Organise and quality assure the delivery of training in Mosul, working closely with government training institutions and experts;

  5. Facilitate the establishment and application of a system for the Recognition of Prior Learning and related assessment;

  6. In coordination with culture sector colleagues, support the management of on-the-job training and work experience elements of the project, ensuring sufficient workers by specialism and level are available for active construction sites and wider job-creation elements of the project;

  7. Contribute to establish, manage and monitoring of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the activities, in compliance with the rules and regulations of UNESCO;

  8. Facilitate consultation between the relevant local authorities in Iraq, NGOs, suppliers and local community stakeholders as required and necessary;

  9. Supervising the organization of project events, such as workshops, training, missions, etc. including preparing agendas, documents and reach-out material, identifying venues and services, organizing travels of participants, ensuring interpretation and translation;

  10. Facilitate information sharing amongst stakeholders, including with local authorities and communities, and NGOs, and organize events to enhance awareness raising and project visibility both inside and outside Iraq;

  11. Undertake missions as necessary and requested for project implementation in Iraq and elsewhere;

  12. Performing any other duties as required by UNESCO Management.

Required qualifications

Education

  • University degree (Bachelors or equivalent) in Education, Social Science, Civil Engineering or a related field.

Work Experience

  • Minimum 3 years of progressively responsible relevant work experience in education or related fields, with a preference given to Technical Vocational Education and Training (TVET);
  • Extensive experience working on education and or skills projects.

  • Excellent coordination skills.
  • Good knowledge of results-based and budget management tools.
  • Ability to build and maintain partnerships.

Benefits and entitlements

The candidate shall be offered a Service Contract with a gross salary of approximately USD 44,214 per annum (Social Security included).

The initial contract will be for a probationary period of 3 months extendable subject to satisfactory service; and contingent on the availability of funding;

Other benefits include 2.5 days per month annual leave.
