Scope of Work
Integrity is seeking a Procurement and Logistics Officer for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The Procurement and Logistics Officer will maintain and support the logistics and procurement systems in field offices under this activity. S/He will work closely with the Director of Finance and Operations to ensure compliance with USAID, project and Integrity Global’s established guidelines, policies, procedures and regulations related to logistics and procurement.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Terms of Reference
A.Logistics Coordination:
- Manage logistics, including fleet management, procurement and supply chain management, assets management and administration, across all offices.
- Implement and strengthen systems of oversight and prevention of corruption.
- Improve and contribute to planning of project logistics needs.
B.Program activities:
- Take final responsibility for all logistical tasks related to program implementation.
- Coordinate regularly with relevant project staff to stay up-to-date on the status of the project.
C.Procurement:
- Manage procurement of goods/services, implementing field procurement systems, following all relevant donor, project and Integrity guidelines and procedures, and considering relevant risks of corruption.
- On a regular basis audit the procurement system/processes in order to identify and address gaps and challenges associated with operations in the Syrian context.
- Provide detailed guidance to relevant staff in procurement rules and regulations.
D.Stock, Asset & IT management:
- Ensure compliance with USAID’s rule and regulations regarding asset procurement and management, be up-to-date on each USAID guidelines.
E.Fleet management:
- Oversees effective transport planning and utilization of project vehicles as per the needs and the budget availability in coordination with relevant project staff.
F.Administrative:
- Office and accommodation: Ensure that equipping and maintenance of expats residences and office is done in a timely manner in line with Integrity’s operational policies.
- Communication: Supervise and control the use of communication equipment.
G.Human Resources:
- Support Home Office in local staff recruitment as required by the Program Manager and/or the Director of Finance and Operations.
Education and Experience
The candidate will have:
- Professional experience within a humanitarian and/or development organization at least 3 years.
- Proven experience in management of logistics and procurement departments at least 2 years.
- Familiarity with procurement and logistics guidelines of USAID.
- Excellent communication skills, including fluent spoken and written English.
- Experience of working in complex and non-permissive contexts, including familiarity with Syria or the Middle East, would be an advantage.
- Strong work management skills: ability to carry out multitasks with little oversight, meet deadlines, self-manage, proven strong attention to details, high degree of professionalism, adaptability and organization.
- Strong skills in Excel and Word.
- Effectiveness at working with a diverse team.
Languages:
- Written and oral fluency in English and Arabic (required).
