Scope of Work
Integrity is seeking a Data Management Analyst for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The Data Management Analyst will establish and maintain data management and analysis systems to support the TPM, MEL and R&A services under ART. The Data Management Analyst will provide technical advice to technical leads on the development of systematized processes and tools for data collection and analysis, including tools for mobile data collection, quantitative and qualitative analysis, data security and data storage.
S/He will work closely to the relevant technical leads to establish, maintain and ensure the suitability of the overall data management approach. The Analyst will offer recommendations to improve accuracy and systematization and will work to build internal team capacity to better manage and present data through the life of the project.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Terms of Reference
- Develop mobile data collection system, such as Kobo Toolbox, by designing, inputting and modifying data collection tools to fit program requirements.
- Build internal capacity to manage and sustain data management tools, including through, for example, the development and maintenance of standard operating procedures or one on one discussions as necessary with relevant staff.
- On a regular basis, populate and quality assure database(s). Add coding to link between datasheets and analyze data. Work with team members to set up any other required functionalities.
- Create a dashboards, maps and other visualizations using existing data to be automatically updated using coding every data collection period.
- Assist with field team mobile data collection tool training when needed
- Conduct periodic reviews of IP systems to assess areas for improvement to processes and data storage/management.
- Draft both internal and external recommendations for (i) more systematic and accurate qualitative/quantitative data analysis processes; and (ii) systematic data storage and management.
Education and Experience
The candidate will have:
- Bachelor’s Degree in Information Technology, Computer Science or similar field.
- Prior experience in Syria required
- At least seven years of data and knowledge management experience, with at least three years of experience with USAID-funded projects and data systems.
- Strong work management skills, including the ability to: multitask independently and with little oversight; meet deadlines; self-manage; show strong attention to detail; maintain a high degree of professionalism, adaptability and organization.
- Strong skills in Excel and Word.
- Strong English communication skills, both verbal and written. Will be expected to contribute to written reporting.
- Effectiveness at working with a diverse team.
Languages:
- Written and oral fluency in English (required); and Arabic (preferred)
