Jordan: Field Coordinator – Third Party Monitoring - USAID/Jordan Accountability and Research Team (ART) Activity

Scope of Work

Integrity is seeking a Field Coordinator – Third Party Monitoring for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.

The Field Coordinator will work closely with the line management to verify program activities and ensure the contextual relevance and suitability of ART’s TPM approach and work plans, taking an active role in the design of the data collection methodology and tools. S/He will be responsible for the development and implementation of the data collection plans. S/He will lead in engaging Syrian stakeholders, notably USAID/MEB IP staff, beneficiaries and Syrian stakeholders involved in or impacted by the USAID/MEB programs.

This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.

Terms of Reference

A. Manage the execution of the TPM approach and work plans:

  • Work with the TPM Manager to develop contextually suitable, relevant and robust field monitoring tools.
  • Coordinate with the TPM Manager to develop work plans for each of the Field Monitoring Officers (FMOs), identifying key technical risks associated with that plan and developing mitigating measures to address those risks. In coordination with the relevant staff, develop semi-annual community sampling plans in line with verification requirements.
  • Ensure that FMOs have the necessary understanding of USAID/MEB Syria programs in order to effectively undertake their job.
  • Manage the data collection, data quality, and reporting of all FMOs working in Syria, mainly in the Northeast.
  • Manage implementation of the FMO work plans.
  • Supervise and oversee the data flow from FMOs, ensuring the timely delivery of high-quality data for translation, data cleaning and analysis.
  • Conduct quality checks on the data and reports received from the FMOs.
  • Guide the Syria-specific human resources requirements of the project, including recruitment, performance management and feedback for FMOs.
  • Liaise with relevant program staff to ensure safe and effective data collection and other monitoring activities.

B. Delivery of formal technical and capacity development training in Arabic for field staff:

  • Conduct semi-annual performance appraisals of FMOs.
  • Develop and oversee the implementation of team and individual professional and technical development plans for FMOs.
  • Liaise with the relevant staff to develop and implement regular training sessions and workshops for FMOs.
  • Deliver training sessions for FMOs in Arabic.

C. Analysis and reporting:

  • As needed, support the analysis and drafting of written deliverables.
  • As needed, support the reporting of findings. This may include through joint learning workshops, ad hoc briefings and formal written and verbal correspondence.
  • Liaise on a regular basis with relevant staff to ensure the systematic storage, cleaning and security of all information gathered in the field.

D. Engage key Syrian stakeholders:

  • Build and maintain strong working relationships with USAID/MEB Syria program stakeholders and IP staff, where relevant and allowable to facilitate access and permissions for TPM activities.
  • Build networks with Syrian stakeholders and entities for the purposes of data collection and contextual understanding.

E. Operations:

  • Serve as the main point of contact for all incident response for FMOs in Syria.
  • Regularly monitor and update field security plans as the situation in Syria requires.
  • Coordinate with relevant project and Home Office staff to ensure the operational safety and security FMOs in Syria.
  • Ensure that all FMOs understand and follow all standard operating procedures, properly reporting their movements and activities to project staff.

Education and Experience

  • Previous experience in a similar Syria-facing role (essential).
  • Fluent Arabic with command of Syrian colloquial dialect (essential).
  • Excellent English writing skills and experience in report writing for international clients.
  • Strong management and people skills, highly organized and able to meet tight deadlines under pressure.
  • Developed network of contacts within Syria.
  • A minimum of 3 years of experience in development or humanitarian programming (preferred).
  • Experience in managing teams of field officers within Syria.
  • A minimum of a Bachelor’s Degree in political science, modern languages or other relevant field.

Languages:

  • Written and oral fluency in English (required); and Arabic (required)
