UNESCO Amman Office is inviting written proposals from Individual Consultants for the work
assignment described in (Annex A).
Your proposal and any supporting documents must be in English.
Your written proposal should include the following:
A Technical Proposal; should consist of:
a) A description of your proposed approach and methodology for undertaking the
assignment;
b) Comments on the Terms of Reference, if any (in brief);
c) Work plan, including description of key deliverables/ milestones (in Gantt chart)
d) An up-to-date curriculum vitae based on P11 form (Annex B);

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money. NB. UNESCO will evaluate the proposed fee against its standard rates for similar assignments.

Terms of Reference
- Background and Objectives
UN Security Council Resolution (UNSCR) 2250 on Youth, Peace, and Security (YPS)
was unanimously adopted by the Security Council on December 9, 2015. Recognizing
the threat to stability and development posed by the rise of radicalization among young
people, the Security Council urged the Member States to consider ways to give youth
a greater voice in decision-making at the local, national, regional and international
levels. Through the unanimous adoption of resolution 2250 which defined youth as
persons aged 18 through 29, the Council also urged the Member States to consider
setting up mechanisms that would enable young people to participate meaningfully in
peace processes and dispute resolution. Considered the first of its kind on youth, peace
and security, the Resolution followed efforts by His Royal Highness (HRH) Crown
Prince Hussein bin Abdullah of Jordan, and the Global Forum on Youth Peace and
Security co-organized by the Hashemite Kingdom of Jordan, UN, and civil society
partners, in Amman, in August. . UNSCR 2250 looks beyond narratives of youth only
as victims or perpetrators, and urges member states and other relevant actors to
increase the representation and active participation of youth in efforts around peace
and security.
December 9th, 2017 marked two years since UNSCR 2250 was adopted. Boosting the
momentum of Jordan’s significant global leadership on the UNSCR process, a Coalition
of youth and peace-oriented organizations in Jordan organized an event on 9
December 2017 to publicly commemorate the 2-year anniversary and reaffirm
commitment to effective implementation of the Resolution in Jordan, under the
patronage of HRH Crown Prince Hussein, and the Youth Minister. The event
announced the launch of the national Coalition on YPS led by the Jordanian Ministry
of Youth (MoY) and involving the Crown Prince Foundation, UNFPA, Generations for
Peace, Search for Common Ground, UNICEF, UNESCO, UNDP, UN Women, I – Dare,
Mercy Corps, WANA institute, JOHUD, British Council, and The Jordanian National
Commission for Women (JNCW). In 2018 UNFPA and CPF were elected as the
secretariat for the Coalition.
The vision of the national Coalition is to have an effective role in building and amplifying
the momentum generated by Jordan’s past and present leadership in actualizing the
2250 agenda, bringing together relevant stakeholders, taking stock of the current
situation and exploring ways forward, and ensuring youth active participation and
engagement continue to be at the very heart of these efforts. To ensure this, it is stated
in the Terms of Reference (ToR) of the Coalition that the youth members are the Voting
Body and the ultimate decision makers.
So far, the Coalitions’ ToR has been finalized and endorsed, the Voting Body (Youth
members) has been chosen by a Selection Committee through an open call for
applications. The first official Coalition workshop and meeting have taken place. Among
the 5 pillars of the UNSCR 2250, the Voting Body chose “participation” and
“partnerships” as the main focus areas for 2019.
Currently, the Coalition needs to conduct a strategic planning process, to develop a
strategic framework for the Coalition’s work. The vision is to create consensus around
a common goal and to increase the effectiveness of the collective work whether through
a common campaign or joint programs and interventions. This should be in line with
current national developments and in coherence with YPS advocacy opportunities that
exist in Jordan today. Hence, the purposed of this consultancy. - Purpose of the Assignment
This consultancy is being initiated by UNESCO Amman Office upon active discussions
with National YPS Coalition members. The purpose is:
To facilitate an interactive process within National Youth, Peace and Security Coalition
in Jordan (voting and non-voting members) for developing a strategic framework and
identifying Coalition goals and objectives - Duties/Tasks and Expected Output
The consultant will facilitate a highly participatory process with the National Coalition on
YPS to develop and adopt a strategic framework for the Coalition with clear goals and
objectives. This will be achieved building on the progress of the Coalition, and based on
UNSCR 2250 framework. The framework should be also in line with national, regional and
global youth agenda priorities, including UN global youth strategy, the national youth
empowerment strategy, Jordan vision 2025, Jordanian National Action Plan 1325 and other
cross-cutting strategies and policies. The developing of the framework will also be done
taking advantage of new opportunities including the upcoming parliamentarian elections
and municipality election. This will imply analyzing and collectively developing the following: - The mission for the Coalition (who are we and what are we trying to achieve?)
● Mission and vision statement
● Theory of change
● Unique selling point and value-added
● Short and long term goals and expected outcomes - Advocacy (who are our key targets to bring about change?)
● Advocacy strategy – what will be the campaign’s focus?
● Policy priorities
● Political engagement and access to power
● Research and data - Strategic framework (how will we effectively achieve our goals?)
● Results framework (Outcome, outputs, indicators)
● Activities, interventions, and campaigns
● Monitoring: data collection and analysis - Member engagement and leadership (is our network structure fit for purpose?)
● Collaboration and participation of members’ role in the wider transparency &
accountability movement
● Reputation/Brand
The process will entail - Develop an inception report of desk review process and outline of methodology and
conceptual framework that will be used. The inception report to include a desk review
on youth, peace, and security in Jordan, interlinkages between UNSCR 2250 pillars
and the reality of youth in Jordan, and identification of potential advocacy areas of work
under the YPS agenda and in line with Jordan priorities. - Conduct a preparation meeting with a committee from the Coalition to support the
consultant in preparing for the strategic planning process. - Facilitate two workshops with the Coalition members. Each workshop is for two days.
- Develop a strategic framework document for the Coalition.
- Conduct a presentation for the Coalition on the developed strategic framework and
receive inputs and feedback. - Submit a final version of the strategic framework plan
- Timetable and Deliverables
4.1 Contract duration
The duration of this contract is of two months (not on a full-time basis) starting
indicatively/ tentatively from 01 September 2019 until 31 October 2019.
4.2 Contract deliverables
a) Inception report and desk review
Deadline for submission: 15 September 2019
b) The first draft of the strategic framework in Arabic (resulting from participatory
workshops)
Deadline for submission: 13 October 2019
c) Final strategic framework report in Arabic and English
Deadline for submission: 27 October 2019 - Qualifications
The “selected Expert” shall have the following minimum qualifications to be considered
for this consultancy:
● Master degree in international relations, politics or any field of study relevant to the work
assignment; PhD degree is a plus.
● Minimum of 5 years of experience in strategic planning; experience in organizational
and change management an advantage
● Extensive experience in working with youth networks, youth organizations and/or youth
groups;
● Experience in working on peace and security topics is a plus.
● Evidence of undertaking at least one project of a similar nature, scope and scale;
reference letter by project owner should be furnished as part of the submission.
● Proven excellent communication and facilitation skills, including in multi-cultural
settings;
● Highly motivated and committed to the values of youth effective participation
● Excellent research and analytical skills, both oral and written;
● Ability to work in a systematic, methodical and orderly way and the ability to meet
schedules/deadlines
● Proven ability to be creative; to adapt traditional methods, concepts, models, etc.
● Ability to demonstrate sensitivity and adaptability to cultural diversity
● Excellent written and verbal communication and drafting skills in Arabic and English; - Supervisory arrangements
The assignment will be under the direct supervision of the UNESCO Amman Office, in
liaison with the UNSCR 2250 Coalition Members. - Facilities to be provided by UNESCO (if any)
UNESCO will facilitate the process of arranging meetings with identified stakeholders. The
hired consultant will have to cover any expenses related to field visits, meetings, presentations, etc. including transportation costs.
