Integrity is looking for a Human Resources Consultant for the Lebanon British Policing Support Programme (BPSP). The British Policing Support Program (BPSP) builds on more than ten years UK support to driving strategic change and operational improvements in the Lebanese security sector. A key achievement has been the introduction of a community policing model. A main challenge to successful roll out of the community policing model is current Human Resource Management (HRM) and distribution of personnel. The program plans for a pilot restructuring initiative to optimize use of resources aiming to reallocate more staff to operational roles. Related is the challenge of a low number of women in the sector constraining to abide by international standards in certain functions (e.g. women detention facilities), effective response to crime (e.g. gender-based violence) and to build community trust.
The Human Resources Consultant will focus on supporting organisational restructuring and change management with the aim to optimize use of human resources with the view to reallocate more staff from administrative to operational roles. The work plan is envisaged to address four aspects
The first aspect includes a rigorous mapping phase that would be based on a threefold process:
- A mapping that will examine the current Human Resource (HR) distribution practices of the unit, (e.g. personnel numbers, their functions, responsibilities, education background and experience).
- A mapping (supported by a Security Expert) of work processes and operational demands to be mapped against the workforce available within the unit.
- A detailed analysis of relevant HR policies, laws and regulations.
The second aspect covers development and design of alternative structures and options for
restructuring of the Unit.
The third aspect includes the implementation of the selected option for restructuring. This will involve a Change Management approach to ensure effective implementation, buy-in and acceptance of the change process.
The fourth and last aspect is to develop recommendations and conclusions based on lessons learned.
The duty station will be Beirut. The Consultant will be required to work in project field locations on a continuous basis.
The Consultant will work 122 days over 18 months starting February 2020.
Terms of Reference
The Human Resources Consultant will conduct rigorous mapping and assessment of the policy framework, business processes, and Human Resources at the Unit. The consultant will gather, compile and analyse data required for the mapping in a form allowing analysis and modelling. This data-driven approach will support design of alternative structures supporting improved organisational efficiency and effectiveness of the Unit.
Main responsibilities include:
- Establish strong relationship with security sector counterparts and other stakeholders relevant to the assignment.
- Working closely with colleagues, the consultant will be responsible for data collection and analysis.
- In collaboration with other team members, the consultant will provide technical assistance and support to the project in the development of alternative structures for redistribution of Human Resources according to skills and competencies, allowing for more efficient use of personnel and reflecting international best practice.
- Support the work of developing recommendations and approach for implementation of an organizational restructuring process.
- Assist with preparation of reports.
Experience
The Consultant should have the ability to deliver qualified technical advice and to work effectively in politically sensitive and challenging environments. The consultant should relish working in a team but have the ability to work with minimum supervision, should be innovative, energetic, positive, and genuinely committed to achieving lasting change and value for the beneficiary.
The Human Resources Consultant requires the following skills and experience:
- A degree in Business Management/ Human Resource Management/Public
- Administration/related field is an asset; and 5+ years of relevant experience.
- Ability to deliver technical advice and work effectively with counterparts.
- Ability to demonstrate experience and knowledge of using initiative and being clientorientated.
- Experience of restructuring and change management in a large organisation.
- Excellent communication, analysis, inter-personal and team-working skills.
- “Political” awareness, technical skills and proven ability to work in complex and challenging operating environments.
- Ability to develop/manage relationships with key stakeholders. Ability to analyse information, evaluate options and to plan strategically.
- An understanding of Police organizations and operations would be an advantage.
- Fluency in spoken and written Arabic and English required. French is an asset.
- Proficiency in using IT tools for analysing data, mainly with Microsoft Excel.
