I.Background:

UNESCO, in partnership with the Ministry of Education (MoE), is implementing the Strengthen Pre-Service Teacher Education in Myanmar (STEM) project. Under STEM, UNESCO is closely working with Myanmar Education Quality Improvement Programme (My-EQIP) and supporting the MoE in conducting a validation study of the Myanmar Teacher Competency Standards Framework (TCSF).

The TCSF provides clear and concise profiles of what teachers are expected to know and be able to do and how well they do at the different stages of their career. It establishes benchmarks against which progress in professional development can be assessed over time, ensuring that appraisal and feedback are used in a supportive way to recognize and reward effective practice. The validation study comprises three phases: expert review, teacher survey and case studies. Phase 1: expert review was completed, and Phase 2: teacher survey was conducted across different schools around the country and in the process of data entry. Phase 3: case studies of teaching practice, in a purposive sample of effective teachers and teacher education students, were conducted in selected schools in November 2019. The draft report on the findings of the case studies is expected to be ready in January 2020 so that it can be discussed for finalization of the validation study report with the TCSF expert group by the end of February 2020.

The MoE established a research team to engage with the validation study as a professional learning exercise as part of their career and skills development. The team was trained through two workshops on research design, data collection, piloting and application in data collection in the field.

The third workshop for the research team will focus on data analysis. The workshop will introduce how to conduct data analysis based on the findings from the case studies and teacher surveys, basic knowledge on data cleaning, teacher survey and case study reports and reflect on learning from the workshop activities as part of capacity building exercise.

II.Work Assignment:

Under the overall supervision of UNESCO Myanmar Head of Office, working closely with UNESCO Education Team in Myanmar, an International Consultant or an Academic or Research Institution/Consultancy Firm is sought to complete the following:

  1. Design a three-day training programme which aims to build capacity on data analysis and includes topics such as key principles of analysis on quantitative and qualitative data, data cleaning based on the data collected from the TCSF validation study, teacher survey report, case study report and practical exercise on how to conduct data analysis;

  2. Develop training materials such as reading materials, handouts and presentation slides relevant to the content and context;

  3. Deliver the three-day training with the research team tentatively from 17 to 19 February 2020 in Nay Pyi Taw; and

  4. Produce a workshop report.

III.DeliverablesandTimeline:

An International Consultant or an Academic or Research Institution/Consultancy Firm will work independently and all the activities will need to be completed by 31 March 2020.

The International Consultant/ Academic or Research Institution/Consultancy Firm is required to submit the following in editable Word documents in English by the following deadlines.

  1. Draft training programme and training materials by 10 February 2020;

  2. Finalized training programme and training materials by 14 February 2020;

  3. Draft workshop report by 28 February 2020; and

  4. Finalized workshop report by 6 March 2020.

The International Consultant/ Academic or Research Institution/Consultancy Firm is required to complete the assignments with quality that meets the satisfaction of UNESCO. The deliverables will be reviewed by UNESCO and My-EQIP. The International Consultant/ Academic or Research Institution/Consultancy Firm may be requested to re-submit documents if they are not of satisfactory quality within an agreed timeframe upon receipt of the requests.

IV.Location and travel:

Home-based to work remotely with one travel to Nay Pyi Taw.

V.Fees:

The lump sum is established on the basis of a daily rate based on UNESCO rules and regulations and depending on qualifications. Travel costs for missions undertaken within the context of the assignment will be reimbursed as per UNESCO rules and regulations.

VI.Qualifications and experience:

For an international consultant:

It is mandatory to have:

· Advanced University Degree in Education, Social Science or a related field;

· At least five years of experience in conducting research in both qualitative and quantitative methods;

· Experience working in the education sector; and

· Experience in conducting workshops on how to do research/case study.

It is desirable to have:

· Experience in conducting research or analyzing data relating to teacher competencies;

· Good understanding and knowledge on the use of technical terms related to teacher competency standards; and

· Experience in working with Ministry of Education in other countries and/or in Myanmar.

For an Institution/Firm:

It is mandatory to have:

· A minimum of five years of prior experience in successfully implementing international projects in education development in developing countries; and

· A minimum of three international projects successfully implemented in conducting research in the area on Education using qualitative and quantitative at national level.

It is desirable to have:

· A minimum of one international project successfully implemented in the field which demonstrates experience with development and validation of teacher competency standards frameworks; and

· A minimum of two references from UNESCO and/or the UN System including World Bank Group.

Any personnel hired by the Institution/Firm needs to have the following qualifications/experience:

It is mandatory to have:

· Advance University Degree in Education, Social Science or a related field;

· Experience in conducting workshops on how to do research/case study.

It is desirable to have:

  2. A Financial Proposal with breakdown costs.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals/applications for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria set out in the Terms of Reference, UNESCO shall select the proposal/application that offers the Organization best value for money.
