The Assignment
Location: Yangon, Myanmar
Reporting to: Senior Programme Lawyer, IBAHRI
The IBAHRI is seeking a Legal Consultant to be engaged on a consultancy basis for a period of 129 days with the possibility of extension.
The Legal Consultant will be based in Yangon, Myanmar. She/he will be required to support the implementation of a continuing project for the development of the Independent Lawyers' Association of Myanmar (ILAM). In doing so, she/he will provide the following services.
Essential Services
Under the supervision and guidance of the London based Head of project, the Legal Consultant will:
- Provide support to ILAM members in the establishment of a staffed, equipped office in Yangon to house ILAM’s Secretariat.
· Support ILAM in the establishment of a pilot legal library at the ILAM Secretariat, as well as assist with the development of bar association libraries in other states and regions.
Assist ILAM with advocacy for the development of a law on the legal profession, including by facilitating consultations with national and international players on the draft law, organising and delivering meetings of ILAM’s Sub-committee on Legal Reform and Development, and working with ILAM in the implementation of an advocacy strategy for the adoption of the law.
Work with ILAM’s Subcommittee on Lawyers' Rights and Legal Ethics to draft and finalize a code of conduct and complementary dispute resolution system, including facilitating consultation and feedback sessions of relevant ILAM members.
Provide support to the Rule of Law Parliamentary Committee’s efforts in rebuilding legal education in Myanmar
Throughout the project, the legal Consultant will represent the IBAHRI, maintain links with principal stakeholders and informing them of the project and its objectives; sit on coordination meetings and maintaining excellent working relationships with actors working in the legal field. He/She will meet donors on a regular basis and actively work on the sustainability of the programme.

Qualifications and Experience
Essential
- Minimum of five years of legal experience
- Law degree
- Strong organisational, communication and diplomatic skills
- High level of energy and initiative
- Fundraising experience
- Demonstrable financial management experience
- Knowledge and experience of Myanmar’s social, political, and economic environment
· Fluent written and spoken English
Desirable
· Bar associations development experience preferred
· Knowledge of Myanmar language preferred
Skills
· Computer skills
