Switzerland: Consultant in Digital Content (6 months)

Within the framework of the Innovation and Leadership in Curriculum and Learning Programme, UNESCO-IBE seeks services of a consultant to contribute to the implementation of IBE focus areas “Innovation and Leadership in Curriculum and Learning” and “Critical and Current Issues in Curriculum and Learning”. These focus areas refer to four main functions of IBE: norms and standard setting, laboratory of ideas, capacity development and leadership for global dialogue and advocacy for curriculum and learning. It encompasses the reconceptualization and repositioning of curriculum in national and regional development agendas within Education 2030, repositioning curriculum as an indispensable tool for Lifelong Learning (LLL) and the analysis of critical and current issues in curriculum – mainly ECCE, youth education, Global Citizenship Education (GCED), STEM and inclusive education- with the view to developing curriculum guidelines, frameworks, prototypes and tools for areas of high demand and where Member States have less experience.

Tasks and Expected Output

Under the overall authority and direct supervision of the IBE Director, the consultant will carry out the following tasks:

  • Manage and advise on IBE digital content and communication projects/initiatives in order to maximize IBE’s visibility, prepare terms of reference and participate in the selection of external service providers, and monitor and assess their work in compliance with UNESCO’s administrative rules and requirements.;
  • Write high quality multilingual digital content and publish it; analyse IBE project/programme requirements in terms of digital content and communication, and develop webpages in accordance with UNESCO’s standards and best practice ensuring optimal clarity and usability; where appropriate, identify new applications/solutions to facilitate and enhance access to content;
  • Manage targeted social media campaigns, including coordinating editorial, video and graphic design inputs, supervising temporary staff and participating in their recruitment, ensuring that all published content complies with copyright laws and standard accessibility and usability requirements;
  • Serve as focal point for issues relating to digital content and information architecture, website usability and administration of content management systems (Typo3 and Drupal); assist the IBE Senior Management Team in designing strategies for the further development of the IBE website as key communication platform;
  • Monitor and analyse web traffic and consultations in order to strengthen engagement with target audiences, and prepare statistical reports on website consultations and downloads of IBE documents and resources; assist in promoting the IBE visibility and information sharing using relevant social media (Facebook, YouTube, etc.).;
  • Maintain constant awareness of the developments of the Internet industry, current multimedia trends, delivery channels and associated technologies to ensure their optimal use in heightening IBE communications.
    The consultancy will be undertaken for a period of 6 months at IBE in Geneva.

Deliverables

  • Multilingual digital content prepared for the dissemination of IBE projects, initiatives, activities, outputs and outcomes.
  • Proposal implemented with regard to using cutting-edge communication tools to further strengthen the website as a key IBE communication platform.
  • Proposal implemented with regard to select and use on-line learning platforms to support the delivery of IBE courses.
  • Proposal implemented with regard to supporting the exchanges through networks and communities of practitioners.
  • Proposal implemented with regard to setting up multilingual blogs to support the dissemination of IBE work.
  • IBE webpages created and refined to adequately express IBE institutional and programmatic work at large.
  • Comprehensive social network strategy implemented to disseminate widely IBE work and by using a repertoire of communication tools.
  • Monthly reports produced with regard to: (i) web traffic and consultations, downloads of IBE documents and resources, and profile of users; and (ii) social media traffic and profile of users.

Qualifications and experience

Academic qualifications

  • Advanced university degree (Master level or equivalent) in communications or relevant fields, preferably with a focus on digital content and communication management.Years of relevant work experience
  • Four to seven years of progressively relevant experience in multilingual digital content and communication management and design, of which preferably at least two years acquired at international level;
  • Sound experience in working with and administrating both front-end and back-end of Content Management Systems (in particular Typo3 and Drupal).
  • Experience in online communication and digital content management.

  • Excellent writing skills
  • Advanced computer and IT skills, including publishing and graphics design (Adobe Photoshop, Illustrator).
  • Rigour in research, good technical and analytical problem solving skills.
  • Technological awareness and good knowledge of social media tools.
  • Creative and innovative.
  • Good proactive approach.
  • Good interpersonal skills and proven ability to work across organizational boundaries in a multicultural environment with sensitivity and respect for diversity.

Language requirements

  • Excellent knowledge of French or English, and good knowledge of the other language. Good knowledge of Spanish would be an additional asset.

Supervisory arrangements

The consultancy will be undertaken under the overall supervision of the Director of the IBE.

Facilities to be provided by UNESCO (if any)

UNESCO-IBE will provide an office space, email address and a PC.

Request to submit a written proposal

UNESCO is inviting written proposals from Individual Consultants; for the work assignment described in attachment A. To enable you to prepare a proposal for this assignment, please find attached the following documents:

(a) Terms of Reference (see attachement A);
(b) UNESCO’s contract for Individual Consultants; the contracting modality used for these assignments (see attachement B);
(c) Background material concerning the work assignment [if any] (see attachement C).

Your written should comprise:

(a) A Technical Proposal consisting of - an up to date curriculum vitae, and - an approach and methodology for the assignment, a work plan and comments on the Terms of Reference if any (in brief).
(b) The amount to be charged for the assignment, which should be quoted in US dollars or in euros only. Please show any travel costs separately.

Your proposal and any supporting documents must be in English.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money. Your proposal should be submitted by e-mail no later than close of business (18:00) on 6 July 2016. E-mail proposals should not exceed 5MB.
