Background:
UNESCO Internal Oversight Service (IOS) provides the Director-General with independent and evidence based advice on improvements needed in design, delivery and operations of UNESCO activities.
IOS is currently preparing for an Evaluation of UNESCO’s role and action to protect and safeguard cultural heritage and to promote cultural pluralism in crisis situations. It is seeking an external consultant who will participate in this evaluation by conducting and documenting one case study in Mali.
Description of Responsibilities:
Under the supervision and guidance of the Head of Evaluation or his delegate, the incumbent will:
- Collect information and conduct a document review.
- Conduct interviews by phone / skype out of home base.
- Undertake a field mission to Mali (approx. 1 week).
- Write a case study report (15 – 20 pages).
- Present emerging findings to stakeholders in UNESCO HQ in Paris.
- Integrate feedback received from IOS and other stakeholders.
- Finalize the case study report.
Profile:
- University degree in Social Sciences, Political Sciences, Economics, Management/Business Management, or Project planning and Management;
- 11 years or more (of which at least four international) of postgraduate professional experience both in the field and in Headquarters in international development or humanitarian work, evaluation and monitoring or assessment, and/or policy studies with progressively increasing responsibilities.
- Minimum 8 years specific and first-hand experience in conducting complex evaluations (under time and financial constraints), in particular in the area of culture, including heritage, and crisis situations.
- Technical Evaluation Skills & Knowledge.
- Knowledge of issues related to culture in crisis situations.
- Familiarity with United Nations emergency response coordination mechanisms.
- Understanding and knowledge of the UN mandates in relation to Human Rights and Gender Equality issues;
- Good analytical and excellent drafting skills: ability to collect and analyze information, to synthesize ideas and feedback and prepare reports in a clear and concise manner;
- Excellent knowledge of English and French.
