Title of Position: Senior Expert: Elections and Human Rights
Duration of Assignment: 3 months (with possible extension)
Duty Station: Islamabad with travel to field areas on required basis.

Background
Democracy Reporting International (DRI) is a nonpartisan, independent, not-for-profit international organization registered in Berlin, Germany, which promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
The specific purpose of this project is to advance the functioning of Pakistan’s parliamentary institutions, in particular Pakistan’s provincial assemblies, through effective legislation, strengthened policy and budget oversight and enhanced representation.
1. Contribute to the effective working of the Management Team
Targets:
- Contribution to and following of procedures for management and operation of Management Team including team/project financial systems.
- Accurate and timely presentation of timesheets to Team Leader for approval each month.
- Performance management processes followed, including contribution to reviews and evaluations.
2. Contribute to overall programme vision, strategy and approach
Targets:
- Active and quality contribution to vision, strategy and approach in the inception report by month 1 including analysis of risks and assumptions
- Recommendations for changes to logical framework made to Team Leader
- Proposed changes to the overall strategy and approach including amendments to the Logical Framework discussed and agreed with Team Leader, Project Director and approved by EU Delegation.
3. Support engagement with key stakeholder, beneficiaries and other key programme stakeholders
Targets:
- Effective support provided to the Team Leader to establish close engagement established with both Steering Committee and the representatives of key stakeholders so they understand and support programme strategy and approach.
- Contribution to stakeholder mapping and analysis
- Effective contribution to and implementation of relationship strategy as agreed with Team Leader
- Fully effective relationships established with core stakeholders relevant to the Senior Expert: Election & Human Rights role and maintained throughout implementation
4. Lead the design and delivery of activities in order to achieve Result 3: Increased capacity of Parliament to promote international human rights standards, including parliamentary role on election legislation

5. Management of project short term senior and junior experts
Targets:
- Clear ToR’s for each Consultancy assignment are defined, including clear reporting requirements
- Recruitment of Short Term Consultants follows transparent and competitive processes as agreed with the British Council and the EU delegation
- All consultancy assignments (Terms of Reference and CVs of proposed consultants) are approved by the Team Leader and the EU delegation in advance
- Consultancy budget lines are managed and monitored to ensure they are utilised effectively and efficiently
6. Contribution to Technical reports to the EU Delegation
Targets:
- Contribution to key reports produced on time, in the correct format and to the requirements agreed with the Team Leader
Qualifications & Experience
- 10+ years of relevant professional experience
- Detailed understanding of Pakistani politics, the parliamentary set up and electoral reform agenda
- Familiarity with election management infrastructure and the legal framework for general and local government elections
- Knowledge of international standards ( international law and human rights law) in elections is an asset
- Experience in electoral management, assistance, observation or advocacy project is a strong advantage
- Experience with legislative strengthening programs is an asset
- Demonstrated project management expertise
- Strong writing, presentation and group facilitation skills
- Superior oral and written English
- Ability to travel regularly throughout Pakistan
- Commitment to the principles set forth with the Universal Declaration on Human Rights, International Covenant on Civil and Political Rights, Convention on Elimination of all forms of Discrimination Against Women and other instruments of international human rights law
