Overall purpose of the assignment:
The overall purpose of the assignment is to develop learning curriculum, learning material and resources for the Pastoral Livelihoods and Education Field Schools (PLEFS) by integrating and adapting existing Pastoral Field Schools (PFS) of FAO and the Pastoralist Education Programme (PEP), Accelerated Learning Programme (ALP) and Alternative Education System (AES) learning curriculum and resources of the Ministry of Education, Science, and technology (MoEST) to local pastoralist context in consultation with UNESCO, FAO and the line ministries.
The three key ministries to be involved in the project include the Ministry of Livestock and Fisheries Industry (MLFI), Ministry of Agriculture, Forestry, Cooperative & Rural Development (MAFCRD), and Ministry of Education Science and Technology (MoEST)
Major Duties and Responsibilities
Under the overall authority of the Head of Office and the direct supervision of the Education Specialist, the subscriber will perform the following functions:
· Develop harmonized Pastoral Livelihoods and Education Field Schools (PLEFS) learning curriculum, learning material and resources in consultation with the project partners and line ministries
· Adapt and integrate existing Pastoral Field Schools (PFS) curriculum to include literacy and numeracy. The consultant is expected to draw from a set of three functional literacy modules developed by UNESCO, and the Accelerated Learning Program (ALPs), Community-based Girls’ Schools (CGS), and Basic Adult Literacy Program (BALP) of the MoEST, and FAO's PFS materials in the development of an integrated PLEFS curriculum and learning materials.
· Ensure inclusion of cross-cutting issues such as Life Skills, HIV, gender, climate change and resource-based conflict mitigation into the PLEFS. Some of the cross-cutting issues are already part of the current PFS curriculum.
· Conduct field visits to Rumbek and hold consultative meetings with community leaders, children, youth, Technical Staff at the state level and the Technical Working Group members in the five counties to inform the development of a tailored curriculum, teaching and learning materials adapted to cattle camp context.
· Lead the drafting of the curriculum framework and learning materials in consultation with the Technical Working Group and the Curriculum Department of MoEST.
· Facilitate curriculum and material review workshops together with national and local authorities to validate and improve the adapted materials with technical support from UNESCO and FAO.
· Incorporate feedback from the review workshop into the draft curriculum and learning materials.
· Perform other duties as required.
Qualification:
· Advance university degree in Curriculum Development, Education, Development Studies, Literacy or related field;
· Professional experience working in literacy and livelihoods programme in conflict–affected areas desirable;
· At least six (6) years of experience in curriculum development, , assessment and evaluation of curriculum, teaching and learning material development required;
· Demonstrated ability to work closely with line ministries, the Curriculum Department of MoEST, and local stakeholders.
