Background:

Democracy Reporting International (DRI) is an international, not-for-profit, non-governmental organisation committed to political participation and democratic governance around the world. DRI is headquartered in Berlin and has country offices in Pakistan, Myanmar, Sri Lanka, Tunisia, Lebanon, and Ukraine and works with local partners in several other countries.

Since 2016, DRI has been working with Lebanese civil society organisations and government representatives at the local and national level to strengthen decentralisation in line with good governance principles. The basis for our actions in this regard is explained in our publications.

In line with our belief that democracies are built on the premise that informed citizens actively participate in politics, and who are vigilant in the defence of open, accountable institutions that work for people, our interventions seek to enable multiple actors to come together to express and exchange views and positions on relevant policy issues to develop joint responses.

In the framework of its Lebanon project, Supporting Decentralisation – Phase III: Accountable, Inclusive and Effective Governance in Lebano**n**”, funded by German Federal Foreign Office. We are looking for an Anti-Corruption Expert to produce a Policy Brief on the National Action Plan for the implementation of Lebanon’s Access to Information Law (ATI) as well the establishment of the National Anti-Corruption Committee. The expert will co-design and deliver, alongside DRI, consultation sessions with experts, civil society and NGOs, the results of these sessions will feed into the policy brief.

The publication will be promoted through advocacy efforts in DRI’s meetings with civil society actors, lawmakers and municipal officials. It will also be circulated among journalists and other international stakeholders as part of a wider outreach campaign.

The starting date will be in October 2020. The total duration of this assignment is 10 expert days, including 7 days for drafting and finalising the policy brief**,** and 3 days for consultation sessions**.**

Your tasks:

Under the overall supervision of DRI’s Country Representative in Lebanon and in close coordination with the Project Coordinator and other members of the team, you will:

  • Provide an outline of the political policy analysis, highlighting the main approach, key messages, and draft a table of contents in consultation with the DRI Lebanon team.
  • Conduct an open discussion and consultation session with experts and civil society members. Recommendations and outputs will feed into the policy brief.
  • Write a succinct policy analysis (4,000 words, incl. a highly readable Executive Summary) on political aspects of anti-corruption laws in Lebanon: providing an understanding on how corruption occurs in Lebanon, the influence of confessional power–sharing arrangements on government inefficiency and clientelism, and prospects for political reform.
  • The writing should be crisp and concise and follow a journalistic style. The written language is British English.
  • Review, proof-read, and finalise the final manuscript after copy-editing and layout, in the original language (English) as well as the translation (Arabic).

Qualifications we require:

  • An advanced university degree in law, political science, social sciences, law or related field,
  • At least 5 years of practical work experience in legal analysis related to public law and issues related to anti-corruption laws and democracy in Lebanon.
  • Proven publication record on anti-corruption, international or comparative law.
  • Knowledge of the Lebanese constitution, laws, and regulatory frameworks in Lebanon.

  • Ability to write concisely in a journalistic style requiring minimum revision.

  • Experience writing policy briefs in a concise and accessible manner, using gender sensitive language.

  • Expertise in designing consultation sessions with different stakeholders.

  • Fluency in English and Arabic is a requirement.
