Scope of Work

FCDO is developing the Sahel Independent Monitoring and Assurance Programme (SIMAP) which is planned to cover a period of roughly four and a half years. The programme will complement FCDO and implementing partner monitoring systems by contracting an independent monitoring provider who will carry out a range of monitoring activities with the complementary objectives of:

1) providing assurance that programmes are implemented effectively, risks are managed, UK funds are used as intended and robust safeguarding mechanisms are in place; and

2) producing evidence and lessons which will be used to adapt and improve programmes.

The intention is that this will increase the performance of the portfolio and reduce risk exposure for the FCDO. By including a people centered approach, it is also the intention that SIMAP will strengthen accountability to beneficiaries and provide a tangible demonstration of the FCDO’s ambition to be a force for good.

It is envisaged that SIMAP will undertake a range of activities to deliver on the programme’s two objectives, as set out below. The independent monitoring provider will be expected to use digital solutions and demonstrate a strong focus on innovation to maximise reach and increase value for money. Monitoring products will prioritise utility in their design, to ensure findings are used by both FCDO staff and partners to adapt and improve programmes.

Consultants Profiles

We are looking for a strong team of independent experts to fill in a variety of roles with management, technical and thematic skills.

Your Experience and Expertise

Independent Consultants will have:

· 5-10+ years’ experience working on MEL or research within international development and/or the consultancy sector.

· Significant experience working on FCDO-funded projects and programmes.

· Strong understanding and ability to carry out MEL and research.

· Strong thematic experience in the areas of humanitarian, social protection, climate change, conflict and stabilisation, justice and security.

· Exceptional written communication skills, with ability to independently take on writing of large reports using clear and compelling narrative.

· Excellent ability to communicate, work in a team, and collaborate with individuals with diverse technical backgrounds and with external stakeholders.

· The ability to work in a fast-paced environment to tight deadlines.

It is desirable that you will also:

· Have extensive experience working in the Sahel region.

Languages:

· Written and oral fluency in English, with the ability to write clear and compelling narrative.

· French language skills desirable.
